Phillips Ranch is a parent-planned community, first developed by Louis Lesser in 1965. It is located in the southwestern part of the city's Pomona boundary, in Los Angeles County, California. Located near Pomona Freeway (SR 60), Orange Freeway (SR 57), and Chino Valley Freeway (SR 71). The postal code serving the neighborhood is 91766. Phillips Ranch is 4 miles southwest of downtown Pomona, and mostly works for the upper middle class in a very diverse community. Many residents use "Phillips Ranch, CA" as the return address, which is an acceptable alternative to Pomona, CA, according to the United States Postal Service. Phillips farm is often referred to by its neighborhood name not by the name of the city.

Phillips Ranch is located on land that serves as part of the Louis Phillips farm, which in 1864 acquired the southern end of 22,340-acre (90.4 km 2 ) Rancho San Jose from two entrepreneurs who had previously bought it from Ricardo Vejar. In 1964, Louis Lesser Enterprises, Inc. bought Phillips Ranch, one of the largest undeveloped plots of land in Los Angeles County, and developed 10,000 housing units. Less purchased the "historic Phillips Ranch" southwest of Pomona in 1964, at 2,241 hectares (9,070 m2) Sales of 5,000 hectares (20 km2) of livestock in 1875 started the town of Pomona. Lesser developed 10,000 housing units in this single project. The land was originally part of a 40,000 acre (160 km2) land grant from Mexico, Rancho San Jose, given to Ricardo Vejar in 1837, which in 1864 was sold to French immigrant Christian Louis Phillips, who came to California in gold rush. Lesser brother Alvin was the construction director at the time, and construction began in 1965. After the Civil War, the South Line from the eastern United States, through Yuma, to the California coast past the farm, and Phillips Ranch Rubottom Hotel became the center of activity wild west Saturday night, with fourteen saloons, and three opium nests for a large number of settlers, businessmen, and others. Louis Phillips Mansion
The Phillips Mansion is a historic home in the style of the Second Empire in Pomona, Los Angeles County, California. Built in 1875 by Louis Phillips, who in the 1890s has become the richest man in Los Angeles County. Located along the Butterfield Stage route, Phillips Mansion becomes the center of community activity in the Pomona and Spadra areas. It was added to the National Register of Historic Places in 1974, making it among the first 25 sites in Los Angeles County to be designated (There are now more than 450).
Geography
Phillips Ranch is bordered by 71 Freeway to the east, Chino Hills to the south, Diamond Bar to the west, and Westmont Ridge to the north. The community's altitude is 800 meters above sea level, but as high as 950 feet, its peak lies at the northwestern edge of the neighborhood on Mission Blvd. and Temple Avenue.

Ginna E. Escobar, was elected in November 2010 to represent Lima District covering Phillips Ranch, Westmont and Cal Poly areas in Pomona City. Education
Like the rest of Pomona, Phillips Ranch is served by the Pomona Unified School District, which stretches as far south as the Diamond Bar section. This community is served by two elementary schools: Decker Elementary School and Ranch Hills Elementary School.
Diamond Ranch High School is located on the hill where Diamond Bar and Phillips Ranch meet. In 2003 and 2007, Diamond Ranch was granted the California Distinguished School title by the California Department of Education. Pomona has been criticized for the construction of Diamond Ranch High School in the more prosperous Phillips Ranch area due to injustice throughout the school district and for nearly $ 68 million tab to build this unique campus architecture in hilly terrain.
